Organizational Setting and Reporting
Under the overall supervision of the Deputy Registrar and under the
administrative supervision of the Chief of the Judicial and Legal
Affairs Section, the incumbent will perform such functions in the
Judicial and Legal Affairs Section of the Registry as are required to
ensure an efficient functioning of the Section.
Responsibilities
The incumbent will perform the following functions:
Provide legal advice and other support to the Judicial and Legal
Affairs Section in International Humanitarian Law, Public International
Law, Criminal Law and Comparative Law.
Advise the Chief of Section and/or the Deputy Registrar on the
interpretation and application of relevant texts including the Statute,
Rules of Procedure and Evidence and other constitutive documents for the
Tribunal.
Assist in coordinating and ensuring the proper functioning of the
Judicial and Legal Affairs Section and supervise the legal officers in
the Defence
Counsel and Detention Management Unit and the Chambers Management Unit
under the direction of the Deputy Registrar/Chief of Section.
Jointly with the Chief of Section and other Legal Officers, develop and implement programmes
aimed at updating and improving the skills of the legal officers in the
Judicial and Legal Affairs section and enabling exchange of experience
among legal staff in the Tribunal.
When necessary, liaise with other relevant sections and units of the
Tribunal with a view towards ensuring a smooth implementation of the
completion strategy of the Tribunal.
Perform other related duties as required by the Chief of Section and the Deputy Registrar.
Competencies
Professionalism: Knowledge of procedural and substantive law at either
the national or international level; experience in applying legal
expertise to a diverse range of complex legal issues, exercising
discretion and sound judgement;
analytical skills and ability to work with tight deadlines and handle
multiple concurrent projects in an efficient and directed manner.
Accountability: Take responsibility and honour commitments. Support subordinates and provide oversight.
Communication: Ability to understand complex legal concepts, apply them practically and explain them to others.
Leadership: Proactive in developing strategies to accomplish
objectives. Establish and maintain relationships with a broad range of
people to understand needs and gain support.
Judgment/Decision making: Aptitude to treat sensitive or confidential information appropriately.
Education
Advanced university degree (masters degree or equivalent) in Law, Management or International Relations.
Work Experience
A minimum of 7 years of progressively responsible professional legal
experience, including at least 5 years of international experience.
Experience in legal analysis, research and writing and proven experience
in International Humanitarian Law, as well as in the practice of
Criminal Law. Proven knowledge of the functioning of the Tribunal and,
in particular, the activities of the Judicial and Legal Services
Division.
Languages
English and French are the working languages of the International
Criminal Tribunal for Rwanda. For the post advertised, fluency in
English is required. A working knowledge of French is desirable.
Assessment Method
The recruitment will be done by a competency-based interview.

The position is restricted to the International Criminal Tribunal for
Rwanda and is subject to the availability of funding and the mandate of
the Tribunal.
