Position Description:
Reports to:Country Director
Contract duration: 12 months (with possible extension)
Job purpose: Fully responsible for all aspects of the finance function of BBC Media Action in Tanzania.
Main Duties:
Financial Control
Maintaining the financial integrity of BBC Media Action’s operations in
Tanzania, and ensuring full compliance with policies & procedures,
particularly around cash, advances, banking and assets
Being the primary source of expertise for BBC Media Action staff in
Tanzania on financial best practice, and control and compliance issues
Managing BBC Media Action’s bank accounts in Tanzania and liaising with our bankers as appropriate.
Safeguarding the assets of BBC Media Action’s operations in Tanzania, including the maintenance of the Fixed Asset register.
Participation in procurement processes that comply with BBC Media
Action and donor requirements in ensuring a fair selection of quality
vendors and service providers, and fairness and transparency in the
awarding of all contracts.
Undertaking audits and spot checks as appropriate.
Financial and Management Accounting
Accurate recording of all income and expenditure. Responsible for maintaining the in-country financial system.
Monthly reporting to London Project Accountant providing fully
reconciled reports detailing income, expenditure and cash and bank
reconciliations.
Preparing cash forecasts to identify monthly funding requirements.
Working closely with management staff to ensure that regular
forecasting activities and reconciliation reviews for all project
budgets are properly conducted, ensuring that forecasts and budgets are
as accurate as possible.
Budgeting of BBC Media Action’s projects in Tanzania, with such
forecasting and budget revisions as required by the Country Director
Tanzania, or the London finance team or donors and potential donors.
Communicate the financial status of projects to relevant staff in country using financial reports.
Donor Compliance
Ensuring compliance with all financial reporting and forecasting
requirements of donors and others, and ensuring the smooth flow of funds
from donors.
Being the main point of contact on financial and administrative matters
with in-country donor organizations, and building good working
relationships with donor finance officers.
Ensuring that expenditure is incurred and reported in line with donor agreements.
Providing financial guidance to senior management and all project staff,
Ensuring all project audits occur in a timely manner, and are successfully concluded.
Management, Training and Capacity Building
Training and developing other finance and project staff in policies, procedures and other finance issues as appropriate.
Supervising and providing line and team management for other finance staff employed by BBC Media Action in Tanzania.
Administration, Legal and Statutory Compliance
Operation of payroll for all staff in Tanzania and compliance with Tanzania tax legislation
Ensuring that fair recruitment procedures are understood and observed
Undertaking other duties that the Country Director or the London finance team might request.

Required knowledge, skills and experience:
Fully Qualified Accountant – ACCA, CIMA, or local qualification – with original copies of qualification documents.
At least 7 years professional working experience of which 3 have been
spent working at a senior management level within a recognised NGO or
INGO.
Proven ability to manage multiple priorities at the same time. In
particular, experience of managing multiple budgets at the same time.
Experience of working with and reporting to international donors.
Working knowledge of donor compliance rules and regulations for the major donors (including DFID, US AID, EC, Global Fund).
Needs to develop strong knowledge of BBC financial management guidelines and systems and apply these consistently.
Good interpersonal skills to establish effective working relationships
with financial and non-financial managers within BBC Media Action and
key stakeholders externally.
Able to communicate effectively at all levels within the organisation.
Excellent IT skills with experience of operating computer-based
financial management systems. Competent to advanced level in Microsoft
Excel
Strong team player; able to work effectively under pressure, demonstrate patience to team members,
explain financial responsibilities to team members, train others in financial management.
Proven management skills and the ability to operate effectively on the Country Management Team

Job purpose: BBC Media Action is
seeking a Administrative Assistant to support in office administration
in areas of Procurement, Inventory management and logistics. He/she will
be responsible for office and programs purchasing of goods and services
including, equipment, materials, supplies and maintenances for the office and projects. He/she will also be supporting in Assets inventory management and logistics.
Main Duties:
Procurement:
Support in day to day procurement of office supplies and collect quotes and tenders for larger office procurement.
Maintains initial point of contact with service providers i.e. health,
garage, stationery etc. if in need of information/ queries by staff;
avails this information as may be needed.
Take notes in Bid Committee review meeting.
Ensure timely provision of goods and services for BBC Media Action programs
by following procurement process, evaluating costs effectiveness and
providing support in negotiating agreements based on BBC Media Action donor’s guidelines.
Follow up regularly with the TRA on VAT exemption documentation.
Arrange for periodic fumigation of office, compound and other facilities as required.
Ensure that fire-extinguishers are regularly serviced, and first aid items periodically replenished.
Receive all the goods and disseminate them accordingly by following office procedures.
Prepare request for payments for all goods and services required for the office.
Ensures that payments to suppliers on a regular basis.
Ensures that telephone, electricity and water bills are settled by 15th of every month.
Supporting effective use of office resources in particular office vehicles, generator, furniture, IT equipment, software.
Ensure that the office remains well supplied with consumables,
including generator fuel, coffee, milk and tea, drinking water, office
stationary, bathroom items.
Ensure the office is a clean and tidy working environment at all times.
Inventory Management
Maintain and update fixed asset list, and support in ensuring proper use, maintenance and security of all assets.
Work closely with the Office Manager to correctly account for all BBC Media Action assets and updates the inventory list in line with laid down procedures.
Tracking and labelling all office assets.
Send inventory report to the Office Manager every month that shows new assets and obsolete assets.
Required knowledge, skills and experience:
Proven experience in supporting in procurement and asset management.
Fluency in English and Swahili.
Good interpersonal skills to establish effective working relationships
with all staff within the Trust and key stakeholders externally.

Position Description:

Job purpose:The experienced Research Manager will lead innovative media and development research to support BBC Media Action’s work in Tanzania.
Main Duties:
Research Management
Management: to manage the Research & Learning team in Tanzania and oversee all research activities in Tanzania.
Embedding research into project delivery: Work closely with project
team to ensure research is closely linked and in line with project
activities. Findings are incorporated into project design and delivery.
Research budget: Manage the project research budget with oversight from
the Country Director and input from the Research Manager, London.
Research Delivery
Designing Research Methodology: Design research projects, determining
appropriate strategy, methodologies and analysis protocols. Drafting and
reviewing research instruments prepared externally and internally. Work
with London team and in consultation with Country Director, to develop
research strategy for Tanzania.
Research to inform country strategy: Undertake background research and
literature reviews including overseeing the analysis of country data to
inform BBC MA Tanzania’s strategy development on key thematic issues including humanitarian resilience.
Commissioning research: Oversee the commissioning of all audience
research in coordination with production and broadcast schedules,
negotiating and liaising with research agencies and key users of the
research to ensure the results are suitable to meet project needs. This
includes preparing and circulating RFPs/research briefs (where appropriate), evaluating proposals, finalising and commissioning the research.
Overseeing implementation of research: Briefing the field team and supervising the pretesting,
piloting and use of the research instruments, as needed. Monitoring and
controlling the quality of fieldwork/data collection, project
timeliness and budgets for the research projects being handled.
Quality control of research activities: Overseeing quantitative and
qualitative fieldwork. Continually looking at ways to improve data
collection both feeding into research design, moderation and analysis of
data.
Analysis and reporting: Lead the research team in analysis of
qualitative/quantitative data, prepare reports and present key findings.
Communicating research insights: Share findings and strategic
recommendations with end users of research (internal/external customers)
in innovative and appropriate formats.
Research in Business and Strategy Development
Business development: Supporting the Country Director in business
development activities, for example developing research design and
budgets for proposals and meeting and pitching proposals to donors.
Consulting with Research Manager London on all research design and
budgets.
Networking and partnership: Developing relationships with other
organisations’ research teams in Tanzania to share information, inform
our database and compile overview reports of current trends, activities
and data related to our project activities in country.
Research insights: Review the latest trends and developments in
research methodologies related to behaviour change, impact assessment
and communications research, and evaluating the same for adoption in Media Action’s Research and Learning work.
Professional Development
Technical training: Participate in Research and Learning workshops and represent Media Action in
other knowledge sharing workshops related to our project activities and
project partners. Train and build the technical capacity of the
research team in Tanzania.
Required knowledge, skills and experience:
A minimum bachelor degree from any social science discipline or
statistics/applied statistics or education or business administration or
relevant discipline.
At least 3 years professional experience in qualitative and
quantitative market or social research in a Developmental or Research
organization of repute.
Experience using qualitative and quantitative research methodologies.
Strong IT skills, including Excel and PowerPoint, and experience with data analysis software packages such as SPSS or Atlas.
Strong written and spoken English.
Strong report writing and presentation skills, communicating complex
technical ideas using non-technical language to a wide range of
audiences from grassroots to senior levels.
Experience in managing research teams and outputs, with a track record of delivering research findings to deadline.
Excellent interpersonal and diplomatic skills: ability to communicate
and conduct business at all levels from grassroots to the highest levels
of governments and media.
Desirable
Familiarity with media communications research approaches and methodologies (advertising and/or brands and/or marketing).
Previous experience in audience media research.
Experience of working with media professionals in production-oriented teams.
Previous research experience working with NGOs, including conducting rural participatory appraisals.
Masters or MBA will add value.
Knowledge of environmental and governance issues.
