The Local Authorities Pensions Fund (LAPF) is a social security institution affiliated to the Prime Minister's Office Regional Administration and Local Government (PMORALG). LAPF has its headquarter in Dodoma with zone offices in Dar es salaam, Arusha, Iringa and Mwanza. LAPF activities have been steadily increaSing in the recent past and in response to that, the Fund is seeking to recruit staff to fill the following positions available at its headquarters.
Job purpose
Repots to Treasury Manager, Senior Treasury officer, will be responsible for monitoring and timely providing expert advise on money markets and its emerging trends and opportunities availed for short term investments.
Qualifications Skills and Experience
The ideal candidate for this position should have:-
A bachelors degree in Economics, Commerce, Finance, Business Administration, or equivalent qualification
Relevant work experience of at least seven years, one of which must be at a senior position in a reputable institution in the following disciplines:-
Dealership on short-term investments;
Cash flow management;
Transaction and Management of Money Markets;
Banking, especially on short-term investments, and;
Budgeting
Computer knowledge with advanced knowledge of finance related software or computer package.
Duties and Responsibilities:
Carries out periodic analysis of the money markets and establishes money markets behaviors and trends;
Prepares periodic reports on treasury management;
Manages short term liquidity of the Fund with regard to all payments and revenue collections;
Ensures that short term investment is carried out in accordance with to existing investment policies and procedures;
Prepares, maintains and 'updates short term investments register;
Keeps .abreast of developments in the money market to ensure that selected investments instruments safeguard the assets of the Fund;
Prepares a projection of future cash shortages and surpluses, and analyzes the cause of variances and make proper recommendation;
Evaluates and recommends enhancements to cash management and treasury systems to ensure that Fund maximizes operational efficiency.

Job purpose
Repots to senior Accountant, the Accountant will be responsible for preparation of financial statements, effective application of accounting procedures and internal controls
Qualifications Skills and Experience
The ideal candidate for this position should have:
Holder of a Bachelor's degree in Commerce, Finance or Business Administration with bias in Accounting; .
Should have understanding of International Financial Reporting Standards;
Must be a holder of CPA (T) or equivalent;
Must be computer literate with advanced knowledge of Integrated Financial Management Systems
Duties and Responsibilities:
Process payments and invoices accurately and timely as per Fund's procedures;
Ensures accuracy of subsidiary books of accounts;
Ensures prompt posting of transactions and balancing of books of accounts
Supervise as required the reconciliation of receivable and payable accounts and communicate with both creditors and debtors
Verifies safe custody of fixed assets by maintaining an accurate asset register and appropriate level of asset insurance
Prepare as required related vouchers for payroll financial. accounting, including salary obligations, actual costs and salary disbursements.
Maintaining the integrity of the General Ledger by ensuring that budgets, descriptions and codes are up to date and that accounts are reconciled and cleared when appropriate.
Prepares financial statements and schedules for external audit purposes in accordance with the International Accounting Standards and International Financial Reporting Standards
Maintaining the actual financial records in compliance with the accounting standards and principles laid out
Perform account reconciliations and ensure all ledgers are closed as per Fund policy and principles laid out
Ensure accurate recording of all revenues and expenses, so as to aid the preparation of the Trial Balance, Profit & Loss Account, and Balance Sheet etc.
To ensure accurate and timely monthly, quarterly and year-end closing
Perform journal entries as per established and statutory accounting standards.

Repots to Internal Audit Manager, the Information System Auditor will be responsible for advising on IT controls and Security at all stages of systems development, from design to post implementation or as required by the Management.
Qualifications Skills and Experience
The ideal candidate for this position should have;
A Bachelors Degree or equivalent in computer science or information systems, or Bsc Engineering in Electronics or
Possession of CISA, CIA or equivalent will be an added advantage.
Duties and Responsibilities:
Evaluate Information System reliability, security and Integrity including Disaster Recovery and Business Continuity Plans;
Evaluate the adequacy of internal control in Information Systems Recommend improvements to policies, procedures, efficiency and controls;
Provide advice on IT controls and Security at all stages of systems development, from design to post implementation or as required by management
Accumulate, verify and analyze available data, to determine that activities audited comply with Fund policies, regulations and procedures;
Prepare audit work papers in compliance with internal audit policies for information systems;
Observe actual practices and evaluate operating techniques to identify existing and potential areas;
Identifies causes or contributing factors relating to findings and recommended possible solutions or improvements;
Evaluate data compiled during information systems audits and prepare report opinion of findings and recommend corrective action:
Assist in providing IT related assistance to other internal auditors and training on effective use of CMTS.
